USPS To Revise Bulk Parcel Return Service

The U.S. Postal Service has tentatively agreed to revise its bulk parcel return service for direct marketers, DIRECT Newsline has learned. Sources said the agreement, negotiated by the Advertising Mail Marketing Association, would have the USPS charge a flat fee of $1.75 for each returned parcel, whether opened or not, instead charging a marketer postage plus a 30 cent handling fee for each returned parcel. The service is mainly used by continuity mailers, such as cosmetics, hosiery, book and record club mailers and other direct marketers for the return of customer-returned merchandise or undeliverable packages sent Standard A and Standard B Mail. AMMA president Gene A. Del Polito said revising the bulk package return service would "clean up a problem that's plagued direct marketers, especially continuity mailers, for years plus help the USPS to get rid of an administrative nightmare and save money." Postal officials refused to comment on the agreement or reports that they plan in May to seek authorization from the Board of Governors to submit the proposal to the Postal Rate Commission for review. |
