The Postal Regulatory Commission Thursday recommended a one-year extension of the U.S. Postal Service’s repositionable (sticky) notes (RPNs) test. If successful, the program will allow the sticky notes to be placed on the outsides of mailing pieces for a fee.

The new test would run through April 3, 2008, with a provisional classification and a one-half-cent charge for placing notes on first class letters and a 1.5-cent charge for placing them on standard mail and periodicals.

In April, the USPS asked the Commission for the one-year extension. The test began in 2005.
"The Postal Service and Postal Regulatory Commission are actively involved with implementation of the Postal Accountability and Enhancement Act," said Daniel J. Fouchaux, Jr., chief counsel, ratemaking for the USPS, in a statement. "At the dawn of this new era for determining postal rates, fees and classifications, discussion of how RPNs fit is premature." The USPS Board of Governors must still approve this extension.
