Pity poor dogsbody Baldrick who shipped those HMRC CDs through the general internal mail system without consigned service. And what if tracking was used, as was the case with the make-good shipment using the same service? Once a deliveryman has your £ Billion(s) worth CDs, ...he has your £ Billion(s) worth CDs!
